## What the report says

The report says the Joint Chiefs of Staff requested research into measuring forest/jungle flammability, modifying flammability so vegetation would readily support combustion, and developing measures to destroy large areas of forest or jungle growth by fire. It says the research was conducted by the Forest Service under ARPA sponsorship. The report’s summary says forest flammability depends on dead vegetation near the ground, moisture content and weather, and that flammability can be increased by killing shrub vegetation, choosing optimum weather, and igniting fires in a preselected pattern.

The report is focused on Vietnam/Southeast Asia and military use of fire against forest/jungle cover and base areas. It discusses Operation HOT TIP and Operation PINK ROSE and says the Forest Service advised against further operational testing in Vietnam after the 1967 tests.

## What the report does not prove

The report does not prove that any current B.C. wildfire was started by a military actor, directed-energy weapon, climate intervention operation, pilot, fire chief, police chief, forestry officer or other named group.
